Originally all internal linking was via form, but in trying to fix it I already found that syntax is depreciated, and tried changing one of the large files entirely to the id= form. Made no difference whatsoever.

Unfortunately the files are confidential, so I can't show the actual failing examples. But as they _all_ do it... I don't know what's going on.
If you need more to go on, I'll try mocking up an example file I can post.
The files are generally very simple html + css, really just plain text documents, most with no pics.

Firefox (3.6.4, yes old), on the same documents, goes to the correct location always (for either form of tagging.)
